This is absolutely true. What it actually means is you can upload your music you recorded or created in other programs and share it with other musicians around they world who are eager to collaborate, give feedback and so on. You can crate bands with musicians from across the globe if you want.
If you don’t have a DAW you can use their online editor with really good sounds and instruments, or Windows users can download CakeWalk a fully functional DAW with a nice and modern interface, that is completely free. The unexperienced music creators can take advantage of the variety of mastering options to give the mix that final polish. I initially signed up for this feature but later I got hooked on the social part of BandLab. There are a lot of very creative people dropping some great music all the time.
